HAZMAT
Hazardous Materials — goods that pose a risk to health, safety, or property during transportation, requiring special handling and certification.
HAZMAT (Hazardous Materials) in the trucking context refers to any substance or material that has been determined by the Secretary of Transportation to pose an unreasonable risk to health, safety, or property when transported in commerce. HAZMAT transportation is regulated primarily by the Pipeline and Hazardous Materials Safety Administration (PHMSA) under Title 49 of the Code of Federal Regulations, with additional oversight from the FMCSA for motor carrier operations.
Hazardous materials are organized into nine hazard classes: (1) Explosives, (2) Gases, (3) Flammable Liquids, (4) Flammable Solids, (5) Oxidizers and Organic Peroxides, (6) Toxic and Infectious Substances, (7) Radioactive Materials, (8) Corrosives, and (9) Miscellaneous Dangerous Goods. Each class has specific packaging, labeling, placarding, and handling requirements. Drivers carrying materials requiring placards must hold a CDL with an H (Hazmat) endorsement, which requires passing a knowledge test and a TSA security threat assessment.
HAZMAT loads must be accompanied by shipping papers that list the proper shipping name, hazard class, UN identification number, packing group, and emergency contact information. Drivers must carry an Emergency Response Guidebook (ERG) and know the specific emergency procedures for the materials they are transporting. Vehicles carrying HAZMAT must display appropriate diamond-shaped placards indicating the hazard class.
Routing restrictions apply to many HAZMAT shipments. Carriers must use designated HAZMAT routes when available, and certain tunnels, bridges, and populated areas may be restricted. Vehicles carrying certain quantities of HAZMAT require written route plans and must stop at all railroad crossings. Violations of HAZMAT regulations carry severe penalties, including fines up to $75,000 per violation and potential criminal prosecution for knowing violations.
